MCLA Meeting of December 7, 2017

Meeting:
 
Lake Reports:
Silver:  Water not clear.  Starting to freeze up as of this meeting date.  Boat ramp was done.  Pier not done.  No aeration this winter. 
Cedar: trapping muskrat this fall.  Have gotten 150 muskrats.  DASH program – have applied for a grant of $10,000 that the DNR may cover 75% so are going for a grant of $7,500.  No ice yet – somewhat prevented due to high winds.  Weed harvester – town to contribute to purchase. 
Pigeon: Did lake treatment.  Turned out well.  Formal report due on treatment in a few weeks.  Has been quiet on lake lately.  Lake water is clear. 
Long Lake: this fall – have no wake buoys on south end.  Lake not clear. 
Wilke: ice has been on and then off due to wind.    
Tuma: no report
Gass: Have lake association meeting a couple times a year.  Water quality not in good shape.  Have 95:1 watershed.  Determining how to approach DNR to divert some from the watershed..
English:  Water clear.  Have several thousand geese.   Have trapped 40 muskrats. 
Carstens: Met on Tuesday (12/4) to make draft of Lake Management Plan.  Stantech to manage.   Looking for sediment ponds.  Talking about phosphate removal.  
Hartlaub:  Putting in cleaning station for 2018.  Now have a full 3 pontoons on lake.  Phosphate levels at typical for the lake.  Are seeing more and more cultivated land in and near lake.  Lots of manure trucked into areas.  Lake residents looking for opportunity to purchase some of the land to put in retentions ponds.  
Horseshoe: have someone testing water now. 
Bullhead: Bullhead Lake is continuing with the development of a lake management plan, which is facilitated by Onterra LLC. Water quality during 2017 was poor, which limited algae growth. Nine loads of algae were removed by the harvester in 2017. New brushes were purchased for the boat cleaning station, and will be placed, along with a new bleach sprayer, at the launch in spring 2018. Previous sprayer and brushes went missing. 
Kasbaum Lake:  did one test this year for phosphorous. 
Sy Lake: no report
Shoe: no report
Harpt Lake:  no report. 
Weyers: pumps are running.  One of them now being repaired.  Phosphorus not going down.    
Spring:  Lake clear.  No activity in recent weeks.  Have small amount of ice around edge of lake as of this morning (12/7).
Lake Michigan:  Lake level is way up.  Even higher than previous report.  No report on fishing. 

Committees:
Treasurers report:
$2,669.48 in account.  $65 from dues. 
All invoices are paid.
Grant submission – net up $20,500.  $8,000 to pay Tom W. for costs.
No outstanding bills.
Little profit from banquet - $189

Motions was made and seconded to separate the current account to have membership dues in it’s own account.  All present were in favor. 

Motion was made to write Mary Kipper (Pres. of Wisc Lakes) a check for $100 to pay for her coming to the banquet.  She needed to drive up to banquet and then back home (Madison) same day.
Motion seconded and all present in favor. 

Communication Committee:
Nothing recent.  There is an article on the website about the banquet.
Dave P. putting together the newsletter.  Will share more about Tom’s grant. 

AIS Report:
Reported details of boat inspections this past year.  See graphs below.
2017 ends MCLA’s efforts in boat inspections from the grant.  Had only one inspector in 2017.
Since 2008, there have been 19,000 boat inspections. 
Only 17% of boaters talked to had been talked to more than once this year.
73% of people contacted knew about the Clean Boat requirements.  27% contacted were considered not being knowledgeable about Clean Boat requirements.

Will have 3 new boat cleaning stations this year:  Hartlaub, Spring and Wilke Lakes.
 Tom received comments/concerns that the bleach bottle was empty and brushes were missing.  No reps at MCLA meetings to provide info but more information was sent and is included in above lake reports. 

Zebra Mussels are in Cedar and Pigeon Lakes and now in the Rockville Flowage.
Have a grant to spray phragmites this up coming year.  Have EPS grant to do more. 

Water Quality:
The data on phosphorus test results will be in the newsletter and on the website. 
See chart below and one attached showing EPA Impaired lakes.

Membership:
36 individuals and 3 organizations.    


No additional Old Business.



New Business:

John D. presented a report by Dr. Thomas Kemp of UW Eau Claire.  The report was an extensive study to determine the effects of water clarity (as determined by Secchi Disc readings) on lake home values.  The reports findings show that for every 3 feet of water clarity improvement, the home values increase by as much as 16%.
A suggestion was made that a similar study can be done in our area.  The cost to initiate a grant submission for the study is $2,000.  A motion was made for MCLA to request a grant for the study.  It was seconded and all present accepted the motion.  Motion carried.  Jerry made a commitment to personally contribute $500 to the cost.  Therefore, MCLA would contribute $1,500.

Motion made to accept new officers, seconded and all present accepted.  Motion carried.  The above named people are now officers of the Manitowoc County Lakes Association. 

Additional new business focused on round table discussion (brainstorming) for new member interests.

Have MCLA officers attend meetings of local Lakes Associations
Change meeting times/dates to increase likelihood of attendance
Change venue – possibly to Autumn Ridge?  Other places?
Appeal to 4H groups – kids
Have a summer long fishing contest
Look to other counties for ideas
Looking to other members, not in attendance, for ideas


Next regular MCLA meeting is scheduled for Jan. 25th., 2018
