MADISON -- While Wisconsin's first catch and release record has been established for musky, there's plenty of time left in 2017 for anglers to better that mark and enjoy some of the best fishing for the famed fighter and Wisconsin's official state fish.

Wisconsin Department of Natural Resources Secretary Dan Meyer said he would support double-fencing for deer farms to reduce the spread of chronic wasting disease.
Earlier this year, a stakeholder committee reviewing the state’s CWD response plan recommended double-fencing farms where deer test positive among other actions to prevent the disease's spread.
The former state lawmaker from Eagle River said in an interview Thursday at Gov. Scott Walker’s Northern Economic Summit that he would support double-fencing as one way to protect the wild deer herd from CWD.
"In my area, chronic wasting has not been found in the wild deer herd, but in Three Lakes at a deer farm it’s been found," he said. "So, obviously, you put in the double-fencing to try to protect the nose-to-nose contact from deer on the outside."
Rick Ewert, president of the Wisconsin Commercial Deer and Elk Farmer’s Association, said it’s unclear how the disease spreads and more research needs to be done on CWD. The association represents mostly elk farmers, but its members also own deer farms. Some deer farmers have opposed double-fencing farms because of the economic investment required and additional regulation on what they say is already a highly regulated industry.
"We don’t want to spread CWD. We don’t want disease. We want a healthy wild deer population," Ewert, said. "You know, it’s not an either/or thing. We’re just trying to make a living farming."
Ewert said they want to work with the state on solutions to prevent the disease's spread among captive or wild deer. He said he would support double-fencing for deer farms to protect captive deer from CWD in the wild herd if the disease has been proven to spread through nose-to-nose contact.
Studies of rodents have shown the disease may be spread through nose-to-nose contact, but a 2012 Centers for Disease Control and Prevention study said effects haven’t been studied on deer. Prions or disease-causing agents in infected deer are shed through mucous membranes, as well as blood, urine, saliva and feces. CWD is believed to be spread directly through those pathways or indirectly through soil, food or water.
There are 387 registered deer farms in Wisconsin, according to the most recent figures from the Wisconsin Department of Agriculture, Trade and Consumer Protection. The department reports 16 farms have tested positive for CWD since 2001.

DNR staff plan to make recommendations on its CWD plan before the Natural Resources Board in December.

Small Fish May Stand In Way Of Big Economic Development

The Fox River Locks system dates back to the 1850s and is thought to be one of Wisconsin’s first infrastructure projects.
The locks were created as a 19th century form of the modern interstate system, helping move goods from Wisconsin to the Great Lakes and beyond. The locks also gave residents and tourists access to the riverfront. But all of that economic boon may be in jeopardy because of a 6 and a half inch fish called the round goby.

There are 17 locks on Wisconsin's Fox River between the Oshkosh area and Green Bay.
In 2015, the lock in Menasha was closed to keep the invasive round goby at bay and out of Lake Winnebago and the Wolf River watersheds. Another barrier at Rapide Croche will most likely be closed to help stop the spread of the fish. Tentative plans to keep the Rapide Croche open include building a boat transfer and washing station to ensure no gobies make it between locks. 
While these measures help minimize the spread of the invasive species — that competes with native fresh water species for food — they may have a negative impact on economic development along the Fox River. 
David Fuller, a University of Wisconsin-Oshkosh economics professor, crunched the numbers and found restorations of various locks between 2005 and 2015 created more than $64 million in economic development, while the restorations only cost $14.5 million.
In that time, he said, hotels, apartments and small shops sprung up along the Fox River. 
"I’m not arguing the locks are the sole reason that happened," Fuller said. 
Instead, he thinks opening the locks may have played some role in bringing more people to the riverfront.
"The usability of the river and surrounding area, it is going to generate economic activity," said Fuller. "That’s driving most of the results I’m getting."
In his study, Fuller used what he called a "general infrastructure model" rather than direct-spending by recreational boaters.
If the Menahsa Lock were to reopen, Fuller says, the economic impact of the river system could be upwards of $210 million over the course of a decade, including the creation of 4,595 jobs.
But the round goby stands — or swims — in the way of that possibility. 
The entire lock system could be reopened if not for the invasive round goby, said Tim Rose, chair of the Fox River Navigational System Authority.
For Rose, the set up of any plans going forward can play a role in keeping invasive species out of the region’s fresh water lakes and rivers. 
"We want to make sure that whatever we do, to control the goby and to open the lock doesn’t affect the ecology of the Lake Winnebago and the Wolf River watershed," said Rose.
Rose added that if the Menasha Lock is reopened, something must be done to stop invasives. 

"If we’re spending substantial money to do it we want to make sure that we try to do something that won’t only deal with the goby, but might be a leg up on something else that might come down the river," Rose.

First Story- Are you armed when you're out shopping?

You’re a grandmother with three children and 11 grandchildren. You’re here in Illinois visiting family. You pull into a parking place at the Southpark Mall. You see a man waiting at a bus stop nearby. You’re getting out of your truck when the man is suddenly next to you. He has a knife and is threatening you. He cuts your arm. He is distracted for a moment and drops his knife. You use that moment to grab your gun from the center console. You climb out of the truck and point the gun at your attacker.

It is the middle of the day. You and your cousin are walking past a green light store. Crime is so bad in Detroit, that they designate certain stores and gas stations with a green colored light. USA – -(Ammoland.com)- Welcome back to The Legal Brief, the show where we CRUSH the various legal myths and misinformation surrounding various areas of the gun world. I'm your host Adam Kraut and today we're flipping through the highlight reel of the recent onslaught of gun control legislation.
Before we jump into today's topic I just wanted to take a second to thank all of you for your support. That's right, we're doing it again, and this time we're going across the finish line! First up, H.R. 3999 which was introduced by Representative Curbelo, a Republican of Florida and has 25 Benedict Arnolds, 13 Democrats and 12 Republicans cosponsoring the bill. The bill, as written, would make it unlawful to manufacture, possess, or transfer any part or combination of parts that are designed and function to increase the rate of fire of a semiautomatic rifle but does not actually convert the semiautomatic rifle into a machinegun. It also imposes mandatory minimums for people who use, carry, or possessed those parts in relation to a crime of violence or drug trafficking offense OR smuggled them in or out of the United States.
So what's the big deal with this bill? For starters, from a fundamental standpoint, it is wholly unnecessary and is an attempt to legislate murder. Second, there is a HUGE problem with the language. I don't know about you, but I have no idea what the rate of fire of a semiautomatic rifle is. The problem is further compounded when the design and function have to be accounted for. Conceivably, that could cover everything from an adjustable gas block to a basic trigger.
The lack of specificity of the bill's language would create all kinds of problems for those trying to comply with the law. Not to mention, it would open pandora's box for ATF to issue determination letters on everything from bolt carriers to springs. And if that weren't bad enough, then the Courts would need to get involved when the legality of some part or parts was challenged.
I stopped by my congressman's office, who unfortunately happens to be a cosponsor of this nonsense. I'd encourage all of you to pick up the phone and call your Representatives and tell them to vote no on this bill, that essentially is a de facto ban on semiautomatic firearms.
Next up in this all out attack on the Second Amendment, H.R. 3962, the Stop Online Ammunition Sales Act of 2017, introduced by Bonnie Watson Coleman of NJ. As the title suggests it would eliminate the ability for ammunition to be sold online. It would further require those selling ammunition to be licensed to do so and impose record-keeping requirements on them. Lastly, sales of more than 1,000 rounds of ammunition to a person in 5 days would trigger a reporting requirement…This bill has 29 cosponsors, all of which are Democrats.
Lastly in the House, H.R. 3984, the Equal Access to Justice for Victims of Gun Violence Act, introduced by Adam Schiff of California. You may remember we previously covered the Protection of Lawful Commerce in Arms Act which removes the ability of individuals to sue gun manufacturers and dealers in instances where a gun is used in a crime or unlawful manner. This bill seeks to repeal that protection. It also would allow for information in the ATF Trace Program to be used in civil proceedings. This bill has 28 cosponsors and unsurprisingly, all are Democrats. This one also has a companion bill in the Senate.
Turning to the Senate, everybody's favorite anti gun zealot, Diane Feinstein has introduced the Automatic Gunfire Prevention Act. Similar, in nature to H.R. 3999, this bill also specifies trigger cranks and bump-fire devices in its language. This bill has 38 cosponsors, 37 of which are Democrats and 1 Independent.
We also have Senate Bill 1945, the Keep Americans Safe Act, which would make it unlawful to import, sell, manufacture, transfer, or possess a magazine with more than 10 rounds. This would not apply to magazines lawfully possessed prior to the enactment of this bill and of course has exceptions for the United States and its agencies, Law Enforcement, licensees under the Atomic Energy Act of 1954, Retired Law Enforcement (if they had purchased the magazine for official purposes while on duty or it was sold or transferred to them by the department upon retirement), and Campus Law Enforcement. Essentially everyone but you and me. They should change this to the two legs good four legs bad act.
Last up in the Senate, the Background Check Completion Act of 2017, which would eliminate the ability of FFLs to transfer a firearm after three business days with no response from NICS. Once again, a solution in search of a problem.
As you can see, it doesn't take long for gun control bills to be trotted out whenever there is a tragedy. However, none of these bills address the underlying problem of the person who is committing the crime. These bills only serve to punish law abiding citizens who comply with the law. Couple that with the poor wording and the lack of understanding of what the lawmaker is actually trying to regulate, and you get the perfect storm that ATF and Courts will have to sort out.
Complacency Kills.
You need to get involved to make sure that none of these bills make it to the President's desk. Regardless of whether you think he will sign one or not, you still need to pick up the phone and act. I've included a link in the description so you can find your Representative and Senators. Pick up the phone on your way to work, home from work, lunch, whatever, and spend the five minutes making your voice heard. Be polite but be firm that you don't want them to support any more gun control. It would also be a good time to mention National Reciprocity and the SHARE Act and that you want them to support those bills.

Gun Banners Forward Ambitious Anti-Gun Agenda
Gun control advocates are nothing if not opportunistic. With recent events again focusing the public’s attention on the criminal misuse of firearms, anti-gun members of Congress have dusted off longstanding proposals that would burden innocent Americans at every turn. Never mind that the proposals would have had no effect on the criminals they purport to address. Instead, the object remains their long-term commitment to the idea that firearm ownership among common law-abiding Americans must be curtailed, derailed, and ultimately, ended.
The list of recent bill introductions is instructive.  “Universal background checks,” de facto semi-auto bans, removing protections against junk lawsuits to bankrupt the firearms industry, banning magazines, waiting periods, and even basing firearm prohibitions on incomplete evidence.  All of this in the name of protecting against criminal activity when it’s clear that criminals will simply ignore the new restrictions with the same regularity as the old ones.
Gun control advocates know many of their strongest allies are the increasingly activist and politically-motivated judges who populate courts throughout the country. Thus, one of the most ambitious pieces of legislation is the misleadingly titled “Equal Access to Justice for Victims of Gun Violence Act,” currently pending as S. 1939  (Sen. Richard Blumenthal, D-CT) and H.R. 3984 (Rep. Adam Schiff, D-CA). 
This legislation would repeal the Protection of Lawful Commerce in Arms Act (PLCAA), an equal justice provision in its own right. The PLCAA was a reaction to a coordinated series of lawsuits designed to litigate the firearms industry into oblivion by holding law-abiding gun manufacturers and dealers responsible for the criminal acts of unaffiliated third parties. 
And while its critics howl that the PLCAA grants the firearm industry an unprecedented shield, it was actually the legal theories advanced in these suits that were the real novelty. There’s no principle of law that would hold a baseball bat manufacturer liable for the acts of a bat-wielding assailant or an automobile dealer liable for damages caused by the driver of a robbery get-away car when neither the manufacturer nor the dealer had any relationship to the criminal. But that didn’t stop the litigants from hoping the courts would create a special rule for the gun industry or at least allow the cases to go on long enough to bleed the defendants dry through litigation costs. Without the PLCAA, the very existence of the domestic firearms industry would be jeopardized, which is why it repealing it remains the highest priority for gun banners. 
Another perennial favorite of the gun control crowd is the concept of “universal” background checks, which seeks to interpose the government (and expensive fees) into every exchange of firearms, including between trusted neighbors, close friends, and even family members. Anti-gun Sen. Chris Murphy (D-CT) is carrying the torch this time with S. 2009.  Murphy told the media he hoped the mere introduction of the bill, which he admitted had little chance of passage, would nevertheless “strike fear” into supporters of the Second Amendment. It’s telling that would be his goal, rather than striking fear into the criminals who actually misuse guns and who would be completely unaffected by his bill.
We have already reported on Rep. Elilzabeth Esty’s (D-CT) so-called “large capacity” magazine ban, which would treat the same magazines most law-abiding citizens have in their pistols as contraband, subjecting their possessors to a possible 10-year stint in federal prison. How could something so many millions of upstanding Americans possess without incident deserve such harsh treatment? Ask Rep. Esty. 
Sen. Dianne Feinstein (D-CA) and Rep. Carlos Curbelo (R-FL) have also introduced legislation to ban bump-fire stocks with S.1916 in the Senate and H.R. 3999 in the House. The proposed bills demonstrate that they would reach considerably beyond bump stocks and threaten almost any part or accessory that would allow the operator of a semi-automatic firearm to fire more quickly. Neither bill has a grandfather provision, meaning they would retroactively turn Americans who obtained their parts or accessories lawfully and in good faith into federal felons. 
Another recent gun control bill simply rehashes an idea that been around since the days when gun controllers were openly advocating for handgun bans. Rep. Raja Krishnamoorthi (D-IL) introduced H.R. 4018 to impose a three-day waiting period on the sale or “borrowing” of a handgun, whether between private parties or federal firearm licensees and private parties.  
Gun control advocates used to argue that waiting periods allowed local officials to run background checks on prospective purchasers, but that justification went out the window when the National Instant Criminal Background Check System came online in 1998. Then the argument shifted to a supposed “cooling-off” period for people who might buy a firearm in the heat of an angry moment, intending to do mischief with it. Of course, that rationale never made sense in the case of people who already owned firearms and who were still subject to the same wait. These days, it’s clear waiting periods are just another arbitrary hurdle between Americans and the exercise of their Second Amendment rights.
Still other bills seek to make firearm purchases by non-prohibited individuals subject to the discretion of the U.S. Attorney General (H.R. 4057, Rep. Peter King, R-NY) and to deny firearm transfers to people based on incomplete evidence, such as arrests without final dispositions (S. 1923, Sen. Richard Blumenthal, D-CT, and H.R. 3464, Rep. James E. Clyburn, D-SC). These bill show contempt not just for the Second Amendment but for basic notions of fairness and due process.
All of this just goes to show that even with pro-gun majorities in Congress and a pro-gun White House, legislative assaults on the right to keep and bear arms continue. The ultimate goal is neither crime control nor holding evildoers accountable, it’s to chip away at the right to keep and bear arms until it becomes out of reach to the average American. “The ground is shifting,” anti-gun Sen. Murphy insists, “but you need legislation like this to rally people to the side of those who want change and against those who don’t want change.”  
We’ve already heard that type of rhetoric in American politics. So make no mistake. If you believe in your firearms freedom, maintain eternal vigilance and continue to make your voice heard loud and clear in the democratic process.
